Social & Economic Vulnerability Assessment
As a part of a statewide assessment, the Resilient Florida grant program, under the guidance of the Florida Department of Environmental Protection (FDEP), is intended to assess all critical assets of local municipalities, counties, water management districts, flood control districts, and other regional resilience entities. All local assessments will be funneled up through the counties to the State for an overall statewide assessment. Local municipalities having completed a vulnerability assessment will be eligible for future FDEP implementation grants to replace or harden critical infrastructure identified as “vulnerable” within the assessment.
Under the State’s Resilient Florida grant program, the City sought and was awarded a FDEP grant totaling $100,000 in September 2022, with no local matching funds required, to conduct a Social & Economic Vulnerability Assessment of the City’s critical assets, to include publicly-owned infrastructure (i.e. roads, stormwater, utilities) and facilities (i.e. parks, police, fire), as defined by Section 380.93(2)(a), Florida Statutes. The assessment will identify what critical assets are vulnerable to flooding and sea-level rise. The Assessment will also include an analysis of any City master plans and the Land Development Code and further develop strategies to ensure community resiliency through a planning horizon of year 2100.
The City commissioned the East Central Florida Regional Planning Council (RPC) to gather data and prepare the assessment and implementation action plan. In collaboration with the RPC, the City kicked off the data gathering phase of the grant in November 2022. The City, in collaboration with the RPC, will host a community workshops on Tuesday, February 6, 2024 at 6 PM in the Palm Bay Council Chambers located at 120 Malabar Road SE, Palm Bay, Florida 32907.
