About Us

Designated staff of the Community & Economic Development Department work in partnership with citizens, non-profit agencies, City departments, and others in order to identify and implement programs and activities that benefit low and moderate-income people and improve neighborhoods. The Housing and Community Development Division administers funds received by the City of Palm Bay from:

U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program;
Brevard County HOME Consortium – HOME Investment Partnerships (HOME) Program;
U.S. Department of Housing and Urban Development’s Neighborhood Stabilization Program (NSP);
State of Florida’s State Housing Initiatives Partnership (SHIP) Program;
Other State and Federal Grant Programs.

The City of Palm Bay’s Fair Housing Ordinance, the Florida Fair Housing Act, and the Federal Fair Housing Act make it illegal for anyone to refuse to rent, sell or make a housing loan to you because of the following factors:

If you believe that your rights have been violated, we are ready to help you file a complaint. You have 180 days from the date of the alleged act of discrimination to file your complaint.

The City of Palm Bay will make an initial inquiry into your complaint and, if there are reasonable grounds to believe that a violation has occurred, we will refer your complaint to the Florida Commission on Human Relations. Or, if indicated by the nature of the complaint, we will refer your complaint to the U.S. Department of Housing and Urban Development (HUD).

Addressing Homelessness

The City of Palm Bay is seeking feedback from community stakeholders including churches, faith-based groups, non-profits, and service providers who work directly with homeless populations to provide input on the City’s continued efforts to address homelessness in the community, to include solutions to address House Bill (HB) 1365. HB 1365 prohibits individuals from sleeping or camping on public property without proper authorization. Effective October 1, 2024, the law requires counties and municipalities to designate specific areas for temporary shelter and mandates that these sites provide access to mental health and substance abuse treatment services. The legislation aims to address homelessness by ensuring that public spaces are not used for unauthorized camping while offering support services to those in need. Your input will guide City Council’s direction for expanding City-funded programs and services and collaborative efforts with outside organizations and neighboring jurisdictions. This collaborative approach seeks to address the most urgent needs of the community, including emergency shelter, transitional housing, permanent affordable housing, case management, street outreach, food distribution, and mobile health services.
