About the City Manager’s Office
The City of Palm Bay is a Council-Manager form of government. Under this form, city council is responsible for legislative functions such as establishing policy, passing local ordinances, voting appropriations, and developing overall visions, like a corporate board of directors. The Council appoints a City Manager to oversee the day-to-day administrative operations, implement its policies, and advise it, like a chief executive officer appointed by the board of directors.
The City Manager position is one of our three Charter Officers and is appointed by and reports directly to City Council.
The City Manager’s Office is comprised of one City Manager and two Deputy City Manager’s. City Manager Matthew Morton, Deputy City Manager Brian Robinson and Acting Deputy City Manager Jason DeLorenzo.
City Manager Matthew Morton oversees the following departments:
- Fire Department
- Police Department
- Finance Department
- Procurement Department
- Utilities Department
Deputy City Manager Brian Robinson oversees the following departments:
- Human Resources Department
- Parks & Facilities Department
- Recreation Department
- IT Department
- Building Department
Acting Deputy City Manager Jason DeLorenzo oversees the following departments:
- Community & Economic Development Department
- Growth Management Department
- Public Works Department
