The Uniform Services Division provides 24-hour response to calls for service, preventive patrol, traffic enforcement, tactical response to critical incidents, investigation of most crimes, and certain specific offenses as assigned. It also provides aid to citizens, protection of the public and arrests of alleged violators when appropriate. This division is the largest contributor to the reputation and good will of the department. In addition to patrol, the Uniform Services Division hosts a number of specialty units including, K9 Unit, Marine Unit, Traffic Unit, Drug Recognition Experts, UAS/Drone Unit, Bike Patrol Unit, Field Training and Evaluation Program, Command Post Team, Underwater Recovery Team, SWAT, Crisis Negotiations, Honor Guard, and Special Events.

Serving as largest unit in our agency, the uniformed men and women of the Palm Bay Police Department are the most visible component of the Uniform Services Division. Patrol Officers are responsible for responding to calls for service, preventive patrol, traffic enforcement, response to critical incidents, investigation of most crimes, and certain specific offenses as assigned.

Our Traffic Enforcement Unit consists of seven officers and one Sergeant. With traffic related issues being one of the top concerns we hear from our community, traffic enforcement is a top priority. Our Traffic Unit takes on a “zero-tolerance” enforcement approach. 

These officers proactively pursue traffic violators throughout the city in an effort to reduce the number of crashes and improve the overall safety of the roadways.

Our Traffic Unit handles traffic crashes, ranging from minor crashes all the way to traffic homicide investigations. Our team is prepared and equipped to handle any crash investigation.

The Palm Bay Police Department currently has three patrol K9 teams. The K9 teams are assigned to the Uniform Services Division and are cross trained for handler protection, building search, area search, tracking, evidence search, and drug detection. All teams are certified through FDLE as patrol dogs. The dogs and their handlers must train hundreds of hours to become re-certified to work in the public arena.

The Underwater Recovery Team is comprised of highly trained members that respond to water related incidents.  Our team is trained in underwater navigation, search and recovery operations in zero-visibility environments, tethered line communications, self-rescue protocols, working in confined spaces, medical oxygen providers, and much more.

 

The team is responsible for:

  • Conducting underwater search and recovery of evidence or bodies.
  • Recovering and salvaging submerged vehicles or vessels involved in accidents.
  • Underwater recovery of property lost by accident, negligence, or for any other reason.
  • Search and Rescue efforts on unique terrain such as woodlands, swamp areas, etc. that require the use of special vehicles or techniques. 

 


 

Marine Unit

The Marine Unit is comprised of six officers who are trained in various maritime operations. The Marine Unit enforces applicable regulatory laws, statutes, and ordinances related to boating safety and marine safety, which includes derelict vessels. The unit also responds to boat or other water related accidents, assists disabled or distressed boaters, and conducts search and rescue operations.

The Bike Patrol Unit serves to function in areas of the city that can be difficult to service in vehicles. The unit increases visibility of police officers in both commercial and residential areas of the city and provides more personal contacts with the community. Members conduct various training exercises, which included the FDLE Police Mountain Bike Course. 

This unit conducts outreach efforts within the community to promote bicycle safety and crime prevention, conducts high visibility patrol duties, participates in safety and educational programs, participate in special details such as fairs, parades, festivals, etc. Their ultimate goal is safety and enhancing the agency's partnership and trust with the community.

After our recruits graduate the Police Academy and complete their orientation phase here at the police department, they are assigned to the Field Training and Evaluation Program. The purpose is to produce a law enforcement officer who can work in a solo capacity in a safe, skillful, and professional manner. During this five-phase, 12-month period, probationary officers receive real life training and evaluation from assigned Field Training Officers, and supervisors. 

Drug Recognition Experts

Our Drug Recognition Experts (DRE) are on call 24/7 and are ready to respond to various incidents involving traffic stops, traffic crashes, and traffic homicide investigations. These highly trained individuals are prepared to recognize impairment in drivers under the influence of drugs other than, or in addition to alcohol. 

Only 1.1% of all law enforcement officers in the United States are Drug Recognition Experts. Currently, Florida has 339 Drug Recognition Experts. Of those, the Palm Bay Police Department is home to four! Each DRE has received special training and has been credentialed by the International Association of Chiefs of Police to evaluate suspects and determine whether the subject is impaired, if a medical condition is causing the impairment, or determining if a drug is causing the impairment. 

Before an officer can apply to become a DRE, an officer must request an application from the state coordinator, have completed the NHTSA DWI Detection and Standardized Field Sobriety Training and demonstrate proficiency in all tasks, should have experience in detecting and arresting DUIs to include testimony in court, complete the NHTSA Advanced Roadside Impaired Driving Enforcement Course, obtain a written endorsement from an Assistant State Attorney within their circuit, be recommended by our Chief and be recommended by a current certified Drug Recognition Expert.

Our SWAT Team is comprised of highly capable officers. This tactical unit has been shown to substantially reduce the risk of injury or loss of life. A well-managed team response to critical incidents usually results in the successful resolution of critical incidents. Our team provides a highly trained resource for the agency in the handling of any high-risk situation.

Our Crisis Negotiations Team is comprised of members who are specially trained to talk with people who are in crisis. The team is used to obtain valuable intelligence information and use that information to talk the person in a crisis incident into a peaceful resolution. This team trains throughout the year and often conducts joint training with our SWAT Team, where they create scenarios that will better prepare them in real world situations. In addition to sworn members, our team includes members from our communications center, as they are the true first response when someone calls for assistance. Having those members on this team have proven valuable time and time again.

Drone Bay

Members of the department's Unmanned Aircraft Systems team provides aerial support to enhance public safety operations through the deployment of drone technology. The drones are deployed within the guidelines of applicable Florida State Statutes and FAA Small Unmanned Aircraft Regulations (14CFR Part 107). 

The team assists with search and rescue missions by rapidly covering large or difficult terrain to locate missing or endangered persons, supports patrol and tactical units by locating fleeing or concealed suspects, and provides aerial overwatch during special events to improve situational awareness and crowd safety. sUAS operators also assist investigators by locating, documenting, and mapping evidence or crime scenes with high-resolution imagery and video. In partnership with the fire department, the team supports emergency response efforts by identifying, locating, and monitoring brush fires, helping responders assess fire spread, hotspots, and access routes in real time.

Command Post

Our Command Post Team is responsible for the operation and maintenance of our Unified Command Center. This vehicle is deployed during critical incidents, or those that extend beyond the resources available to the on-duty shift. This mobile command center has operational computers, phones, and radio communications. This allows one space for all agencies and personnel involved to come together, collaborate, and operate. This enables commanding officers to be close to the scene while managing the operation.

Our Honor Guard attends various events including funeral services, award ceremonies, promotional ceremonies, parades, and other special events as requested. These members perform disciplined and coordinated movements, actions, and positions at the highest level of proficiency and are tested throughout the year to ensure that level is maintained.

Our "off duty" officers are assigned to various events, including parades, fairs, etc. This purpose is designed to allow officers to be dedicated to an event while our patrol officers continue to patrol the streets without a delayed response to calls for service. Dedicated officers at an event create an environment where law enforcement presence is noticed and immediate.
