Burn Ban in Effect

On April 24, 2025, the Keetch-Byram Drought Index (KBDI) for Brevard County reached 500. Because of this, Brevard County implemented a ban on open burning pursuant to County Code Section 50. This includes campfires, bonfires, trash-burning and other similar open incineration. Prohibitions do not include state-permitted burns, use of barbeque grills, authorized public fireworks displays and fireworks sales which are authorized by state law. The Palm Bay Fire Rescue Fire Chief has imposed a burn ban within the city, effective April 24th, 2025, until further notice.

Land Development (Planning) maintains the City of Palm Bay Comprehensive Plan, revisions to the Land Development Code in the Palm Bay Code of Ordinances, assigning addresses, administrative review of site plans, miscellaneous structure reviews, and providing data and analysis. Staff members of the Division serve as liaison to the Planning and Zoning Board/Local Planning Agency.


Beginning March 6, 2023, the City of Palm Bay will offer a new e-permitting software solution, Intuitive Municipal Solutions (iMS), to streamline the permitting process for site plan applications through Land Development. This web-based solution allows citizens, developers, and engineers to submit online applications and the supporting documents electronically.

On Monday, March 6th the new iMS portal which will be made available from the city website at www.pbfl.org/landdevelopment. A new user account will need to be created through the iMS portal. Anyone having trouble accessing the new e-permitting system online after March 6th may visit the Land Development office or call (321) 733-3042 for assistance.

Additionally, on March 6th, Land Development will transition to a new fee structure. All credit and debit card transactions made on the iMS portal and in person will have a 2.95% convenience fee per transaction. All online payments using an Automated Clearing House (ACH) or Electronic Check will have a $1.50 flat-rate fee. Residents can make in-person payments by check at no additional cost.
