Designated staff of the Community & Economic Development Department work in partnership with citizens, non-profit agencies, City departments, and others in order to identify and implement programs and activities that benefit low and moderate-income people and improve neighborhoods. The Housing and Community Development Division administers funds received by the City of Palm Bay from:
- U.S. Department of Housing and Urban Development’s Community Development Block Grant (CDBG) Program;
- Brevard County HOME Consortium – HOME Investment Partnerships (HOME) Program;
- U.S. Department of Housing and Urban Development’s Neighborhood Stabilization Program (NSP);
- State of Florida’s State Housing Initiatives Partnership (SHIP) Program;
- Other State and Federal Grant Programs.

The City of Palm Bay’s Fair Housing Ordinance, the Florida Fair Housing Act, and the Federal Fair Housing Act make it illegal for anyone to refuse to rent, sell or make a housing loan to you because of the following factors:
- Race
- Color
- National Origin
- Religion
- Sex
- Disability
- Familial Status (including children under the age of 18 living with parents or legal guardians; pregnant women, and people securing custody of children under the age of 18)
If you believe that your rights have been violated, we are ready to help you file a complaint. You have 180 days from the date of the alleged act of discrimination to file your complaint.
The City of Palm Bay will make an initial inquiry into your complaint and, if there are reasonable grounds to believe that a violation has occurred, we will refer your complaint to the Florida Commission on Human Relations. Or, if indicated by the nature of the complaint, we will refer your complaint to the U.S. Department of Housing and Urban Development (HUD).

The City of Palm Bay is seeking feedback from community stakeholders including churches, faith-based groups, non-profits, and service providers who work directly with homeless populations to provide input on the City’s continued efforts to address homelessness in the community, to include solutions to address House Bill (HB) 1365. HB 1365 prohibits individuals from sleeping or camping on public property without proper authorization. Effective October 1, 2024, the law requires counties and municipalities to designate specific areas for temporary shelter and mandates that these sites provide access to mental health and substance abuse treatment services. The legislation aims to address homelessness by ensuring that public spaces are not used for unauthorized camping while offering support services to those in need. Your input will guide City Council’s direction for expanding City-funded programs and services and collaborative efforts with outside organizations and neighboring jurisdictions. This collaborative approach seeks to address the most urgent needs of the community, including emergency shelter, transitional housing, permanent affordable housing, case management, street outreach, food distribution, and mobile health services.

Community Development Block Grant (CDBG) Program Funds Request for Proposals/Applications
The City of Palm Bay anticipates a CDBG funding allocation of approximately $725,266.00* in Fiscal Year (FY) 2023-2024 (Program Year 2023).
The City of Palm Bay anticipates a CDBG funding allocation of approximately $725,266.00* in Fiscal Year (FY) 2023-2024 (Program Year 2023). CDBG CV 1 & 3 funds in the amount of $150,046.16 are available for Program Year 2019.The CDBG Program is administered by U.S. Department of Housing & Urban Development (HUD) and provides annual grants to states and local governments to develop viable urban communities by providing decent housing and a suitable living environment by expanding economic opportunities, principally for low- and moderate-income persons. At least 70% of all CDBG funds must be expended on program activities that benefit low- and moderate-income persons. Up to fifteen percent (15%) of total CDBG award, or approximately $108,789* may be used for Public Service activities. All applications for CDBG Public Service funding requests shall be for a minimum of $20,000 per applicant. *Funding levels for CDBG will depend upon actual funding allocations by the U.S. Department of Housing & Urban Development for FY 2023-2024 and availability of funds.
Applications for eligible projects and activities will be available for non-profit, for-profit and/or government agencies anytime during regular business hours starting November 22, 2022. Applications can be picked up or requested electronically during normal business hours in the Housing & Community Development Division at Palm Bay City Hall located at 120 Malabar Road SE, Palm Bay, FL 32907. Applications and proposals are due to the Housing & Community Development Division, no later than 12:00 PM on January 3, 2023. Applications submitted after 12:00 PM on January 3, 2023 will not be considered.
A MANDATORY technical assistance workshop is required for any agency applying that has never received CDBG funds or has not received CDBG funds for more than two (2) years from the City of Palm Bay before, please contact Siphikelelo Chinyanganya to schedule. Please note that applications will not be accepted from agencies that are required but have not attended the technical assistance workshop.
