This study involves a segment of St. Johns Heritage Parkway within the City of Palm Bay and Brevard County. The improvements will begin at Malabar Road and extend to North of Emerson Drive.

Project Description
The St. Johns Heritage Parkway Widening project will design the roadway widening of the St. Johns Heritage Parkway from Malabar Road to North of Emerson Drive, within the City of Palm Bay and Brevard County. The total project length is approximately three miles and is currently a two-lane undivided roadway within the City of Palm Bay.
Need for the Project
The purpose of this project is to address the needs of reducing traffic congestion along the corridor, providing additional emergency evacuation, improving the level-of-service of Malabar Road and the St. Johns Heritage Parkway, and reducing emergency services response times.
Project Funding
The design project is a Florida Department of Transportation (FDOT) Local Agency Program (LAP) Class B project. The project is listed in the Space Coast Transportation Planning Organization (SCTPO) Fiscal Year 2025-2029 Transportation Improvement Program (TIP). The next phase of the project, construction, is currently unfunded.

The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C 327 and a Memorandum of Understanding dated May 26, 2022 and executed by the Federal Highway Administration and FDOT.
What is a LAP Project
Nationwide approximately 75% or 2.9 million of the 3.9 million total miles of roadway are owned and operated by local public agencies. The Local Agency Program (LAP) is the process by which federal funds are provided to local governments for the planning, design, and construction of various transportation projects. FDOT is the custodian of the federal funds and is responsible for oversight of federally funded projects on behalf of the Federal Highway Administration (FHWA). LAP agencies prioritize and fund local projects (through their respective MPO or governing board) and are then eligible for reimbursement for the services provided to the traveling public through compliance with applicable Federal statutes, rules, and regulations. This project is being conducted under the LAP program and will follow the LAP process.
