City of Palm Bay Announces Appointment of Scott Morgan as Interim City Manager

The City of Palm Bay is pleased to announce the appointment of Scott Morgan as Interim City Manager. Morgan, a seasoned local government leader with over four decades of experience, brings a wealth of expertise and a proven track record of excellence in municipal management.

Morgan previously served as City Manager for the City of West Melbourne from 2009 through 2022, when he retired. During his tenure, Morgan became the longest-serving City Manager in Brevard County, leading West Melbourne through a financial turnaround that established the city as a model of fiscal sustainability. Under his leadership, West Melbourne produced balanced budgets, built significant financial reserves, reduced debt, and earned credit rating upgrades—all while maintaining one of the lowest ad valorem tax rates in the county.

Morgan's accomplishments in West Melbourne include reducing long-term police pension obligations, implementing cost-saving measures for residents through restructured solid waste and sewer services, and addressing deferred maintenance within the city's infrastructure. His collaborative approach and focus on operational efficiency earned West Melbourne recognition as a highly effective municipal government.

"Scott Morgan is a distinguished professional whose leadership and dedication to public service have made a lasting impact on the communities he has served," said Mayor Rob Medina. "We are excited to welcome him to Palm Bay and confident that his experience and vision will guide our city through this transition period."

Morgan's career spans 43 years, including service as City Manager for Anderson, California, Senior Assistant to the City Manager for Orange, California, and various other leadership roles in Orange County and Fountain Valley, California. He holds a bachelor's degree in political science and a master's degree in administration, both from the University of California, Irvine.

Morgan and his wife, Nancy, are longtime residents of Brevard County, residing in West Melbourne. They are proud parents to their two adult children, William and Adeline.

The City of Palm Bay looks forward to working with Mr. Morgan to build on its legacy of service excellence and to continue delivering on its commitment to the residents of Palm Bay.
