The Community Block Grant Program (CDBG) is provided by the United States Department of Urban Housing (HUD) to provide grants to Cities, Counties and States. The CDBG-Mitigation (CDBG-MIT) are one-time appropriations made after natural disasters to assist communities by providing housing and suitable living environment and expanding economic opportunities, primarily for low and moderate-income persons.

Current Projects Receiving Disaster Recovery Funding

Project Overview

The City of Palm Bay was awarded $604,251.00 in CDBG-MIT (Community Development Block Grant- Mitigation) to harden the Palm Bay Police Departments Main station located at 130 Malabar Rd. SE. The funding will be used to mitigate against impacts form natural and man-made disasters through replacement of the roof and hurricane shutters.

Project Status: The roof replacement was completed in 2025. The hurricane shutters bid has been awarded

Complaints / Appeals

The goal of the Department of Economic Opportunity (DEO) is to provide an opportunity to resolve complaints in a timely manner, usually within fifteen (15) business days of the receipt as expected by HUD, if practicable, and to provide the right to participate in the process and appeal a decision when there is reason for an applicant to believe its application was not handled according to program policies. All applications, guidelines and websites will include details on the right to file a complaint or appeal and the process for filing a complaint or beginning an appeal.

The Subrecipient will handle citizen complaints by:

  • Conducting investigations, as necessary.
  • Finding a resolution; or
  • Conducting follow-up actions.

Program Appeals

Applicants can appeal program decisions related to one of the following activities:

  • A program eligibility determination.
  • A program assistance award calculation; or
  • A program decision concerning housing unit damage and the resulting program outcome.

Citizens may file a written complaint or appeal with the Office of Long-Term Resiliency by email at CDBG-DR@Commerce.FL.gov or by mail to the following address:

The sub-recipient will handle citizen complaints by conducting:

  • Investigations as necessary.
  • Resolution; or
  • Follow-up actions

If the complainant is not satisfied by the Subrecipient’s determination or Florida Commerce’s response, then the complainant may file a written appeal by following the instructions issued in the letter of response. If the complainant has not been satisfied with the response at the conclusion of the complaint or appeals process, a formal complaint may then be addressed directly to the regional Department of Housing and Urban Development (HUD) at:
