The City of Palm Bay, in collaboration with the Leaders in Training Excellence (LITE) Team, is initiating the Malabar Road Beautification Project—a corridor improvement concept focused on enhancing safety, functionality, aesthetics, and civic identity along Malabar Road, one of the City’s most significant transportation corridors. The project is not funded at this time and is being advanced as a planning and visioning effort.

This effort is supported through the City’s Leaders in Training Excellence (LITE) Program, an internal leadership development initiative launched under City Manager Matthew Morton. As part of the program, the LITE Team was required to select a City-related project to advance collaboratively, with a beautification initiative identified as one of the available options. City staff are working together to explore meaningful improvements that could enhance the look, feel, and overall experience of the Malabar Road corridor.

The project limits extend from the Winn-Dixie Shopping Plaza to the I-95 Interchange. Malabar Road serves as a major gateway into the City, a designated parade route, and the location of Palm Bay City Hall—positioning the corridor as Palm Bay’s emerging “civic spine.”

Project Goals

Key goals of the project include:

  • Improve roadway, pedestrian, and bicycle safety
  • Upgrade streetscape features and corridor appearance
  • Support placemaking, public art, and cultural expression
  • Strengthen community identity and sense of place
  • Promote sustainable, low-maintenance design

Phased Project Areas

Due to the corridor’s length, the project will be implemented in phases:

  • Phase 1: Winn-Dixie Plaza to Eldron Boulevard
  • Phase 2: Eldron Boulevard to Emerson Drive
  • Phase 3: Emerson Drive to I-95

Community Engagement

Public input is an important part of this project. The City will conduct community surveys and host a public open house to gather feedback, share project information, and help guide improvement priorities for the Malabar Road corridor.

City of Palm Bay Requests Public Input: Malabar Road Beautification Project Survey

The City of Palm Bay invites residents and business owners to participate in the Malabar Road Beautification Project Survey. The survey is intended to gather public input to help guide potential beautification and corridor enhancement improvements along Malabar Road.

Community feedback is an important part of this process. Survey responses will be reviewed by staff and used to inform future planning and improvement efforts.

The final day to participate in the surveys is Monday, February 23, 2026.

The Public Open House will be held in the City Council Chambers on Thursday, February 26, 2026, from 5:00 p.m. to 7:00 p.m.
