The City of Palm Bay is pleased to welcome Kevin Brinkley as the new Public Works Director, effective August 4, 2025. Brinkley brings over a decade of public works leadership and private sector experience, with a focus on strategic planning, fleet modernization, and operational efficiency.

Brinkley most recently served as Assistant Public Works Director for the City of New Smyrna Beach, overseeing 46 staff members across multiple divisions including Streets, Stormwater, Parks, Facilities, Solid Waste, Fleet, and Signage. His recent accomplishments include developing comprehensive resurfacing and sidewalk improvement plans for nearly 300 miles of roadway, launching a fleet capital fund that significantly modernized the city’s police vehicle fleet, and saving over $300,000 in fiscal year 2024 through improved procurement practices.

“Kevin emerged from a highly competitive application field as an exceptional leader who uses strategic insights, integrated with technology and citizen feedback to modernize public works operations and bring a higher level of service to our community,” said City Manager Matthew Morton. “His ability to solve pressing challenges and demonstrate use of exceptional decision-making will serve the City of Pam Bay now and into the future.”

Before his role in New Smyrna Beach, Brinkley served with the City of Palm Coast, where he led major initiatives, including the digital transformation of Public Works operations, the development of career progression pathways, and made key contributions to the design of a new public works facility. His contributions helped put in place a team that was recognized nationally with a spot on the “Honorable Mention” list in the Top 100 Fleets.

Brinkley holds a Bachelor of Science in Business Administration and Sociology from Ohio Northern University and has completed certifications through the American Public Works Association (APWA), including Public Fleet Management and CPWP-M (in progress). He is also fluent in Spanish and FEMA-certified in emergency response protocols.
